The Russians at present engaged by the Cantonese Government have a real controlling authority in Canton,

1. MORODIN. All heads of departments, such as finance and foreign affairs, are appointed by the Russians, The Committee for appointing civil officers has been organised by Borodin, Wong Ching Bai and Tam Ping Shan. Borodin is the president. He signs all official docu-

mentu.

2. GENERAL GALLENT is the president of the Committee for

the organisation of troops and defence; appointments and pay are settled by this comittee. Cheung Kai Shek, Tam Yen Kai and Chu Pui Tak are members,

3. LOCAKOT is at the head of the secret service and

'staff" branches under the committee in 2. His

department is subdivided into:-

General Affairs,

b. Infantry

Artillery

d. Engineering

The director of sach of these four sub-divisions is a Chinese but the Assistant directors are Russians, Lately the Chinese have pressed for the dismissal of the Russians m account of the Russians being more communistic then the Chinese. Military courts are under the direction of a Russian staff office pinned Kaloksesieff (7) He has wide powers of arrest and

punishment.

4. SEMENOFF is president of the committee for Naval

Affairs. He controls all vessels and the Booca
